This series contains files maintained by the Office of the Vice Chief of Staff of the Office of the Chief of Staff. The records include correspondence and memorandums involving or directed to the Vice Chief of Staff. Topics include a presentation to the Joint Chiefs of Staff regarding the 138th Combat Wing program; papers on carrier task forces, including one regarding carrier forces in the Mediterranean Sea given to General Dwight D. Eisenhower; an antiaircraft development spreadsheet, "New Look"; and proposals on adjustments to the United States Armed Forces as a result of the outbreak of the Korean War and the Teapot Test Program. Additional records include correspondence related to drone development, Plan Genetrix, Project Headstart II, engineering in the United States Air Force, analysis of the defense of Europe, nuclear forces draft, and a study on B-52 capability in Southeast Asia on the outset of the Vietnam War. Other files concern the final report of Project Blue Lance, correspondence regarding the General Dynamics F-111 Aardvark and the Lockheed F-12, an assessment of General William Westmoreland's correspondence regarding perceived slowing down of the Operation Rolling Thunder campaign from 1965, correspondence regarding General Curtis LeMay's plan to relocate additional Strategic Air Command (SAC) Reflex Forces to Spain along with other forces to counter any threat by the Union of Soviet Socialist Republics (USSR) in a potential closing off of West Berlin in 1961, and other top secret documents of interest to the Vice Chief of Staff. Lastly, the records include correspondence and background material related to the Republic of Korea's (South Korea) request in January 1950 for an air aid. A number of items in the Korean background material deals with assessments by the National Security Council (NSC) of the military capabilities of South Korea and of the Democratic People's Republic of Korea (North Korea) dating back to 1948. The materials also include a compilation of correspondence between the NSC and Commander in Chief, Far East (CINCFE) General Douglas MacArthur regarding the defense of South Korea prior to the outbreak of the Korean War.

General of the Army Douglas MacArthur (26 January 1880 – 5 April 1964) was an American five-star general and Field Marshal of the Philippine Army. He was Chief of Staff of the United States Army during the 1930s and played a prominent role in the Pacific theater during World War II.
